STRATEGY, CHANGE and ENGAGEMENT COMMITTEE

Membership shall be 7 Councillors

Meetings must have 3 Members to be quorate

1 Terms of Reference - Strategy

1.1 To advise the Council on all matters relating to strategy and business planning.

1.2 To develop and review the Council's Business Plan

1.3 To advise the Council on all aspects of the S106 Developer Contributions, Community Infrastructure Levy (CIL) payments, Heads of Terms and any other legal agreements drawn up between the Developers, Harpole Parish Council and West Northamptonshire Council (WNC).

  • the financial implications of the agreements.
  • the total commuted sums.
  • community buildings included/ proposed
  • formal parks and woodland or county parks to be transferred/adopted

1.4 To make observations/comments on planning policies, Joint Core Strategy and detailed local plans appropriate to the parish

1.5 To monitor large scale planning applications/requests from developers and report to the Parish Council

1.6 To be responsible for maintaining the Harpole Neighbourhood Plan

1.7 To be responsible for appropriate communications and engagement with residents to inform and publicise the work of the Parish Council

2 Terms of Reference - Finance

2.1 To consider the broad social and economic needs of the parish and matters of importance to the area.

2.2 To advise the Council as to its financial and economic policies.

2.3 To prepare the annual budget, based on submissions from committees and to formulate the precept proposal for approval by the Parish Council.

2.4 To maintain adequate general reserves, in line with audit regulations, and allocate Earmarked reserves for specific purposes as agreed by the Council.

2.5 To monitor the 'spend against budget' and receive bank reconciliations on a quarterly basis.

2.6 To approve the monthly payments list and any direct debit arrangements.

2.7 To be responsible for allocating and controlling the manpower, property, finances and other resources of the Council.

2.8 To provide and maintain any administrative buildings which are not the specific responsibility of another Committee.

2.9 To prepare an action plan in response to the reports of the Internal and External Auditors.

2.10 To authorise attendance at conferences and other powers contained in Section 175 of the Local Government act 1972

2.11 To be responsible for the following matters:

  • Administrative services of the Council
  • The co-ordination of the resources of the Council

2.12 To be responsible for the Council's financial support of community projects and to monitor their progress.

2.13 To be responsible for the administration of the Council's grant giving procedure.

2.14 To authorise payments, which are required to be made under the terms of any contracts and to receive reports from other committees in relation to the monitoring of contract performance.

2.15 To manage the tendering process for any works or contracts which the Council wishes to enter into.

2.16 To receive recommendations from Committees, where there are financial implications for the Council and, if approved, recommend them to Full Council.

2.17 To recommend to the Council authorisation for the appropriation, acquisition and disposal, whether by purchase, sale, lease, licence or grant, of land and interests in the rights concerning land under the ownership and management of the Council. The final sanction for any such decision/recommendation shall always remain with the Parish Council.

3 Terms of Reference - Policy

3.1 To review the overall effectiveness of the Council's work and the standards and level of service provided. To identify the need for new services and to keep under review the necessity for existing ones

3.2 To review annually all Standing Orders of the Council and Terms of Reference of Committees and make appropriate recommendations to the Council.

3.3 To review the policies of the Council and make recommendations for additional policies as required.
